Flock Camera Data

"Flock Group, Inc. (dba "Flock Safety"), a for-profit Delaware corporation and tech company, provides a large-scale "surveillance as a service" system marketed to police agencies and private communities.

Its network of cameras, mainly placed on public roadways, captures images of passing vehicles. These images are sent to Flock's servers, where an AI platform scans license plates and analyzes images to index vehicle characteristics like make, model, and color.

This data is then compiled into a vast, searchable database shared among Flock's network of customers." (quoted from haveibeenflocked.com)

Network Searches

Network Searches are searches of the West Seneca Flock database from organizations outside of the West Seneca Police Department. The department has opted into sharing their data with organizations.

Since inception, the West Seneca Flock network has been searched over 15M in a two year period. For YTD June 2026, total non-WSPD searches have been over 5M.

Who are the largest searchers of West Seneca data?

Houston TX PD has been the largest searcher of West Seneca data, at well over 1M searches of the two year period. This amounts to an average of 47 THOUSAND searches a month! What is likely happening is that Houston PD is not narrowing their search criteria when they do a search for a license plate, which therefore runs their searches through the entire national network that they have access to. It could also be related to an automated procedure or process that is querying the data without human intervention. There have been some recent stories lately about the Houston TX PD and their searches:

As of July 2026, the WSPD has advised citizens that they have restricted searches of their data to entities within 500 miles of West Seneca.
